Malaysia Ties Investment Tax Incentives to High-Income Jobs: What It Means for Penang Property

By Chan Wei Chao (REN 39846), Team Leader, Bricksmen Team · IQI Realty Sdn. Bhd. · Updated 31 October 2026

Malaysia is changing what it rewards investors for: tax breaks will now depend on how many high-income, high-skill jobs a project creates for Malaysians, not just how many jobs it creates. Investment, Trade and Industry Minister Datuk Seri Johari Abdul Ghani set this out in a parliamentary reply on 27 October 2026. Manufacturers that want a licence and tax incentives must also make sure at least 80% of their full-time workers are Malaysian citizens.

Here is how the new rules work, and what they could mean for property in Penang.

The new rules at a glance

ItemDetails
FrameworkNew Incentive Framework (NIF), in force for manufacturing since 1 March 2026; the services-sector version is being finalised
ApproachProjects are scored on economic outcomes instead of the product or activity they make
Local workforceAt least 80% of full-time employees must be Malaysian citizens, subject to the Multi-Tier Levy Mechanism
Job-quality measuresShare of highly skilled workers, median annual salary, share of staff earning more than RM10,000 a month, and share of Malaysians in managerial, technical and supervisory (MTS) roles
Other criteriaAt least 25% of staff in MTS roles or at least 40% value added; capital investment of at least RM140,000 per employee; links with local vendors, internships, universities and research bodies
Incentives on offerSpecial tax rate of 0%–10% for up to 10 years (up to 15 years for less-developed areas and small companies), or investment tax allowance of up to 100% of eligible capital spending for up to 10 years

Why the change

Johari said the emphasis “is no longer solely on the number of jobs created”. Instead, tax exemptions should bring the best return for the country through technology transfer, support for local small and medium businesses, and high-income jobs for Malaysians.

The direction matches Budget 2027. Finance Minister II Datuk Seri Amir Hamzah Azizan said on 17 October that incentives will favour projects that create more value at home, such as local vendor participation, workforce training and higher-paying jobs. He pointed to Intel’s move into chip design and advanced packaging as an example of higher-value work.

What it means for Penang

Penang is well placed under the new rules. Its electronics and semiconductor industry already employs many engineers and technicians, and the state attracted RM17.3 billion in approved manufacturing investment in the first half of 2026, the most of any state. Recent examples include Estek Automation’s RM20 million plant and PEN S J’s US$70 million plant, both in Batu Kawan.

For property, the shift matters because of who gets hired. Investments that are rewarded for paying more Malaysians over RM10,000 a month create buyers who can afford mid-range and upper-mid-range homes, not just rental demand for low-cost units. Those buyers usually look for homes within a short drive of the industrial parks in Bayan Lepas, Batu Kawan and Bukit Minyak.

Frequently asked questions

What is Malaysia’s New Incentive Framework?

It is the investment incentive system for manufacturing that took effect on 1 March 2026. Projects are scored on outcomes such as high-skill jobs, salaries, local supply-chain links and value added, and the score decides the tax incentive.

Do manufacturers need to hire Malaysians to get incentives?

Yes. At least 80% of full-time employees must be Malaysian citizens, subject to the Multi-Tier Levy Mechanism.

Which tax incentives are available?

A special tax rate of 0%–10% for up to 10 years (up to 15 years in some cases), or an investment tax allowance of up to 100% of eligible capital spending for up to 10 years.

Why does this matter for property?

Higher-paid jobs near industrial areas support demand from buyers who can afford better homes, especially in Bayan Lepas and Batu Kawan.
