Penang’s proposed technology financial centre, the Penang Technology Financial Centre (PTFC), could contribute RM12.1 billion to GDP and support more than 71,000 jobs over 15 years. Chief Minister Chow Kon Yeow gave the projections in his winding-up speech at the state assembly on 5 November 2026. The centre is meant to channel capital into Penang’s semiconductor, electrical and electronics (E&E) and technology companies.
What PTFC is
- A financing platform for tech companies: it would focus on hard tech, deep tech, venture capital, private equity and supply chains, bringing in domestic and international capital.
- Supporting “Made by Malaysia”: the aim is to help local companies, SMEs and startups grow alongside the multinationals, in line with the National Semiconductor Strategy.
- Complementing other centres: Chow said PTFC would complement TRX, Labuan and Forest City rather than compete with them.
- No new regulator: Bank Negara Malaysia and the Securities Commission keep their current roles.
- Not property-driven: Chow said PTFC is not a property-led project. No physical location has been announced.

The strategic investment fund
- Budget 2027 announced a RM100 million fund, with Khazanah Nasional and InvestPenang expected to put in RM50 million each, to support early-stage semiconductor and advanced manufacturing companies.
- Khazanah later said Selangor would also join with RM50 million, bringing the proposed initial size to RM150 million.
- Penang’s commitment is capped at RM50 million. A professional fund manager will run the fund.
- A more detailed announcement is targeted for the end of 2026 or early 2027.
What it means for Penang property
PTFC is about financing companies, not building property, and its location has not been announced. Its main effect on the housing market would be indirect: if it helps local tech firms grow, that means more skilled, higher-paying jobs in Penang, which supports demand for homes near the main employment areas such as George Town and the Bayan Lepas and Batu Kawan industrial zones. The figures are projections, and the centre still needs federal agreement on the details.
