Penang affordable housing projects can include two kinds of units with different rules: PN1 State Units and PN4 Public Units. PN1 units follow the Penang State Housing Board’s (LPNPP) Rumah MutiaraKu C3 category and are reserved for Penang residents. PN4 units are open to Malaysians from any state, with a higher income limit.
