Prime Minister Datuk Seri Anwar Ibrahim tabled Budget 2027, the fifth Belanjawan MADANI, in Parliament on 9 October 2026. Federal expenditure is set at about RM459.8 billion. It is not a property-led budget, but it makes one change that matters for many Penang buyers: first-home stamp duty relief now reaches homes priced up to RM750,000.
Below is a plain summary of the property and housing measures, what they mean in ringgit, and which Penang new launches fall inside the new price bands.
Important: these are budget proposals. They take effect only after the Finance Bill is passed and the official guidelines are issued, so confirm the final rules with your lawyer before signing.
Budget 2027 property measures at a glance
| Measure | What was announced |
|---|---|
| First-home stamp duty | Full exemption on the transfer (MOT) and loan agreement for first homes up to RM500,000. For first homes up to RM750,000: the first RM500,000 is fully exempt and the balance gets a 50% exemption. For SPAs signed 1 January 2027 – 31 December 2030. |
| Housing loan guarantee (SJKP) | Up to RM20 billion in financing guarantees through Syarikat Jaminan Kredit Perumahan, aimed at about 80,000 first-time buyers, especially self-employed people without a fixed income. |
| Affordable housing | Nearly RM1 billion for Rumah Mesra Rakyat and Program Residensi Rakyat, with four new projects in Kulai, Nilai, Paya Rumput and Pertang. |
| New public housing in Kuala Lumpur | Bandar MADANI Bukit Jalil (phase 1 registration opened 12 October 2026) and at least 2,500 Rumah MADANI units in Belfield. |
| Abandoned projects | Stamp duty exemption on loan agreements and transfers between rescuing developers or contractors and the original purchasers, 2027–2030, with a target of zero abandoned projects by 2030. |
| Household income | Individual tax relief raised from RM9,000 to RM12,000, two income tax bands cut by one percentage point, and the minimum wage set at RM2,000 from June 2027. |
First-home stamp duty: before and after Budget 2027
Until now, the first-home exemption covered only homes priced up to RM500,000, and only until the end of 2027. A first home priced at RM600,000 or RM750,000 paid full stamp duty.
Budget 2027 keeps the full exemption up to RM500,000, adds partial relief up to RM750,000, and extends the window to 31 December 2030. Homes priced above RM750,000 are not covered.
How much could you save?
The examples below use the standard Malaysian rates (transfer stamp duty of 1% on the first RM100,000, 2% up to RM500,000, 3% up to RM1 million; loan agreement stamp duty of 0.5%) and assume a 90% loan. They apply the 50% relief to the portion above RM500,000, as announced.
| First-home price | Stamp duty without relief | Payable under Budget 2027 | Estimated saving |
|---|---|---|---|
| RM450,000 (loan RM405,000) | RM10,025 | RM0 | RM10,025 |
| RM600,000 (loan RM540,000) | RM14,700 | about RM1,600 | about RM13,100 |
| RM750,000 (loan RM675,000) | RM19,875 | about RM4,190 | about RM15,690 |
The RM750,000 example is in line with JLL Malaysia’s published estimate of about RM15,700 in savings. Note that stamp duty relief lowers your upfront cost; it does not change the property price or your monthly instalment. A timing point for RM500,000–RM750,000 buyers
The new partial relief is announced for SPAs signed from 1 January 2027. If your first home is priced between RM500,000 and RM750,000, ask your lawyer how your SPA date affects eligibility before you sign.
SJKP: RM20 billion to help buyers without a fixed salary
Self-employed buyers, gig workers and small business owners often struggle to get a housing loan because they cannot show a monthly payslip. The RM20 billion SJKP guarantee is meant to help about 80,000 first-time buyers in this group. Property consultants note that it continues an existing scheme rather than creating a new one, so check the latest eligibility rules with the participating banks.
What Budget 2027 does not change
- No measures for the residential overhang. Industry figures cited by The Star show 32,801 completed but unsold homes (RM16.37 billion) and 19,263 unsold serviced apartments (RM16.52 billion) nationwide in Q1 2026.
- No direct help for upgraders or second-home buyers. The stamp duty relief is for first homes only.
- No rent-to-own or rental support, a gap several consultants pointed out.
Consultants were broadly positive but measured: CBRE | WTW called the budget constructive for affordability, while Savills and Rahim & Co described it as not property-led, with house prices still the core issue for buyers.
