Private Developers Submit Proposals for Pulau Jerejak, but State Has No Plans of Its Own

Several private developers have submitted proposals for Pulau Jerejak, the island off Bayan Lepas, but the Penang government says it has no specific plans of its own to develop state land there. Chief Minister Chow Kon Yeow told the state assembly on 4 November 2026 that the proposals cover mixed development, infrastructure and recreational facilities, and that any project must still get the relevant approvals.

The question was raised by Pulau Tikus assemblyman Joshua Woo, who asked whether the state or private landowners plan to develop the island.

Background: the Jerejak bridge

In August 2026, state infrastructure committee chairman Zairil Khir Johari said a 1km bridge with 4km of connecting roads to Pulau Jerejak was expected to be completed in the third quarter of 2029. The bridge was reported to cost about RM500 million and to serve a mixed development on the island. Chow said at the time that the project covers only about 32 hectares of the 360-hectare island, on land previously owned by UDA Holdings and the Penang Development Corporation.

The latest reply does not give a timeline for any private project on the island.

What it means for Bayan Lepas and Queensbay

Pulau Jerejak sits just off the Queensbay and Bayan Lepas coast. A bridge and new development there would add another destination next to an area that already has the Penang Bridge, Queensbay Mall and the Bayan Lepas industrial zone. Until the proposals are approved, it is too early to say what will be built or when.
